Suburban spare tire stuck (cable nor tire moves)

Ok, so I had a flat in the middle of nowhere and luckily I found a tire plug kit to fix it. But on the other hand I tried to pull my spare down at that time as well as about 10 minutes before posting this. I put the rod into the hole and turn counterclockwise, i can feel it catching sometimes and sometimes it feels like its doing nothing. either it is all the way down and everything is stuck or it is stripped and not working? I have heard where the cable drops but not the tire, thats not the issue here, the tire nor cable moves even 1 inch at all. You would think that GM would give you a way to manually take the tire out if the pulley system failed, if there is a way I am unaware of this. If anyone has a suggestion lmk. I used PB blaster on it and it still will not budge. I am really hesitant about making another road trip without being able to take this thing down. Anyone had a similar issue? 2000 Suburban.

Usually when I hear about this, I have the person show me exactly what they were doing. Usually, the person has the wrong end of the tool in the hole(using it backwards).

Thanks for the suggestions. I've tried the chuck norris kick lol and im a mechanic not retarded lol so I've lowered plenty in my day. The tool is in correctly and I've tried shoving it in there and turning but no luck. I think im going to have to get a small cutting wheel in there and cut it down. I've tried all the above and doesn't budge. Wondering how much a replacement system will cost.
