There are 2 RAP fuses. Might be labelled something else; MBEC or LBEC specifically.
They are BIG 50A (red) fuses, across the "top" of the fuse block, nearest the engine. RAP = Retained Accessory Power; it's how all the stuff that stays running after you shut off the engine but before you open the door, gets its power.

I did not see any relays under there, but I’ll check again. Right now I’m waiting on Matco to resolve my scanner software issue to see if I might have smoked my BCM.

yeah, at least on my 99, there're 3 or 4 of them. it's got a black square-ish cover with an unusually-long/deep plastic retainer nut in the middle. it's where you'd also plug in a brake controller harness.

It’s white, right? I’ve got nothing there. No relays. Keep in mind, this truck is poverty spec. No power anything, no AC, no cruise....

I’ve tested all the relays. All relays are good. I’ll check tonight on the status of those fuses. My 5 year old daughter required my undivided attention last night.
