Default headlight problem....

So i checked all the fuses...any help? I know little to nothing about electrical. And it's not my 4-hi mod because I have tried it grounded and not grounded for that mod.

Looks like you have a bad ground somewhere...might wanna try removing the 4 hi mod alltogether and start from scratch. Make sure none of the wires are open and all of the terminals in the connectors are not spread out.
