fuel pressure not being regulated with 99-03 vette filter

I have done a l92 head swap on my 00 Silverado and I have swapped out 3 filter/regulators and all have failed,pressure sits at 100+psi can't tell exactly cause fuel pressure gauge only goes to 100 psi.
anyone have luck with other or can give me an aftermarket one that I can manually adjust

It's just a ordinary return system off of any 99-03 truck and I'm reading it off the rail where the male fitting is on the passanger side and regualator is plugged in to my lines where they should connect to my old rail should but since any intake above 04 has only one rail fitting for the line to connect to I have to use this vette regulator/filter

See where the filter is in this pic but instead actually plugged into the lines and the rail on a nnbs manifold. That's where I have it pluplugged in sorry i dont have any pics of it actually on the truck

I cant see the picture, but do you have it connected backwards?
You can move to aftermarket rails and regulator but it will take some work for it to all fit together.
