Default Can I cut out the restrictor hole in my fuel filler neck?

Okay, the gas ****'s are at it again in my neck of the woods. They are angry that I am putting non-ethanol gas in my truck so what they've done is changed the size of the gas pump gun (whatever it's called) to a larger diameter so it won't fit into my tank. (it's now a diesel sized gun). Will it screw anything up on my truck if I remove the fuel filler neck and cut out the restrictor plate in there, then reinstall??? I feel my right as a Minnesotan is to not use shitty gas (we have the highest injector failure rate in the country due to high ethanol content) and put in non-oxygenated 92 octane whenever I damn well please
