ok we got the symptoms but what the hell were you doing to the truck? were you putting a camshaft in, new radio, installing an alarm? sounds like there is a bad/shorted ignition/accessory wire some where in the dash or column.

You probably put the relays in backwards. Make sure Pin 85 lines up with Pin 85.

at the time I had a hotwire jumped to the pump prime terminal, checking for power at the pump.from what ive read it seems the battery wasn't delivering sufficient power, and as an effect the relays started buzzing. im sure I have them in correctly

Low battery voltage can do this. Was the battery almost dead?

Ok, you need to inspect your RAP circuit (otherwise known as Retained Accessory Power) and see where it's broken. For the list of things going wrong, you'll have to have broken/fried some integral part of the system. I would lean toward a burnt up BCM if not a bad relay, since that affects the interior/exterior lights and RAP system.

Yes, that is +12v going down a black wire linking the RAP 1 and 2. GM is the only manufacturer I've noticed use black wires for something other than direct ground.
