This problem started right after I finished a head swap a few months ago. I just followed the negative cable to the block and there is one other cable hooked up with it.

Do this.. Jumper pin 30 and 87. Unplug the compressor and make sure you have voltage on the dk green wire. If you have an old head light you should connect the dk green wire to one leg of the head light and the other leg of the headlight connect to any good ground. If the headlight lights then you know that the power ckt can has voltage and can handle a load. Then connect one leg of the head light to the black wire at the connector for the compressor and the other leg of the headlight to the positive terminal on the battery. If the headlight lights your ground is good. If both of these tests pass your compressor should come on.

Put a socket on the bolt for that ground and make sure it's tight. Better yet unbolt it and make sure it's clean and there isn't any corrosion on the terminal then bolt it back up and make sure it's snug.

You may have just lost me on this one, but I'll try tomorrow in the light.

I'll check it tomorrow in the light. Since the battery works though, shouldn't it be a good ground?

The light is to check to see if the wires and connections can carry a load. It's kinda like a voltage drop test. Just because a wire has 12v on it doesn't mean it can turn your starter motor over or in your case turn you compressor clutch on. If the wires can power on a headlight you should be good. How did you hook you compressor up to make it come on?
