Yes.

This and a good bit of time and research. A dyno also helps.

i just want to adjust tire height, an trans settings on my WT. not a tuner, just some things i wanna change how it shifts, locks the converter at certain speeds and such.

You can do all of those things with HPTuners.

It sounds like you need to do some more research before purchasing anything like this.
