what exactly is a 'cut-out'?

We use them on F-bodies to bypass the muffler. Basically a piece of pipe, about 8 inches long, with a leg coming off of it and that leg has a plate on the end of it, held by 3 wing nuts. You remove the plate, and your exhaust comes out of the cutout instead of continuing on thru the muffler. Electric ones are just an add-on that replaces the plate with an electrically operated flap similar to a throttle body blade.
