I was trying to keep it as quiet as possible, Don't want to wake up the neighbors. That whimsical whippy sound is much more prominent while driving

definitely in the drive system. Pull the belt and start it up.

If no whine, spin each component by hand and see if you hear anything odd. If not buy a mechanics stethoscope and listen to each component with the belt on.

That almost sounds like a wiped or spun bearing or possibly transmission pump, once i get past the power steering pump whine.... Take belt off and start it and see if it goes away.... Dont need take it completely off just off tensioner and give it some room around the crank
