Maybe check the vacuum lines to the WG too. And if everything looks fine, maybe check the diaphragm in the WG, but you said its spooling up, so I doubt the WG is pinched.
I'd recheck all the vacuum lines up front too. I blew out a piece of rubber line once and it would only spool to 3-4psi.

That might explain the "leak" sound though.
Might be time to pull off the turbo and check out the wheels -- if your cats came apart, there might be gunk all over the wheel (or worse, but let's stay positive until we know different
)
