stock 6.0l injectors topped out?

I`m confused here. I have a stock 2001 6.0L in my elcamino, the only mods are the air intake tract (4" pvc to a 4" K&N cone filter) and the exhaust is 2002 f-body manifolds through factory cats and a 2.25 x pipe with dual 40 series flowmasters. The injectors are from my 2001 5.3l so they should be the 24#/hr. I found that I was running 840mv (narrowband 02`s 98% injector duty cycle) at the top end of 3rd gear (5500rpm). Also found that my fuel pressure was dropping to 38psi

I fixed the fuel issue and now have a constant 60psi. But I am still running out of injector. I am up to 917mv so maybe a little rich, but up there the injector duty cycle is 96-101% depending which WOT shot I look at.
Does it make sense that I`m running out of injector on a virtually stock LQ4??? Is there something else I should be checking?
