Is it like a little sleeve? I thought that I read somewhere that you're supposed to remove those when installing ARP rod bolts anyway?

The sleeves need to be removed prior to installing the new bolts.

Im confused what your calling " rod thread"

Just removed the threaded inserts and install the new bolts.

well on the bottom of the pistin rod it has a cap right? which the bearings go on 2 the crank . so the rod caps is where the rod bolts go. well on the cap side it has threads and on the piston rod also . from my understanding u pull the threads off the rod caps before putting arp bolts in?

You have to pull them all out. Half of them will come out with bolts and half will be stuck. Just use a screwdriver or similar tool to carefully remove them. If you leave them in, the new bolts will not torque and stretch properly.
