Installation of read end girdle cover?

Default Installation of read end girdle cover?

I am about to change out the gasket on my TA rear differential cover and was needing some input on this. Should I torque it to a certain amount? I not really using a gasket but only applying black RTV. It keeps leaking with a gasket and RTV.

Also how to I install/adjust the girdle? Do I just keep tightening until it is tight?
