How cold is too cold?

Don't know what my IATs were but even when its 60-70 out vs 80-90 I notice a huge difference as far as throttle response and pull at WOT.
When its winter the response is even better, but then you have traction issues due to cold tires that take forever to even get above abient temp.
You can just tell when its cold that your getting more power. Think of this, when its cold my gas mileage goes down about 1-3mpg depending on the temps because you can burn more fuel with colder temps. I get about 14-15mpg in the winter and now after a new PCM (better tune) get a max of 18.5mpg in the heat of the summer.
Hotter temps=leaner mixture.
Colder temps=richer mixture.
Generally speaking.
