Gutted cats pass TX emissions? (i spelt that wrong)

I have been getting by on my FL tags the last 6 years and this will be my first time doing a TX inspection. I want to pull my y-pipe off and gut my cats, but leave the y-pipe looking untouched. Will i get away with this, or do they hook up a sniffer? I think my unsuspecting looking XL will still be fairly quiet with the big Magnaflow, so noise shouldnt be a problem.
Also, anyone know exactly how loud it is with no cats and the long 3" in/out Magnaflow?
