If you're not worried about the potential of water getting in the tubing, you're almost there after you get rid of the whipple, so go STS. The STS is more than capable of making 15psi and 600hp, although you're not going to need 15psi to make 600hp.
When sized properly, the turbo has no problem spooling up.
good luck on your choice, either way, you'll be in the 11's with that setup.
