I was wondering if 823 casting is a even swap fuel rail intake etc. wise with a 706 casting wise?

Not on a 5.3 block they aren't if your name and whatnot is an indication of what you want them on. You need at least a 4" bore for the rectangular port heads.

799/243 would be direct swap for 706s though...
