Default Cat Question?

I live in cali so I cant get longtubes and I cant stick a cutout before the cats because of the 02 sensors. I was thinking I would gut the cats and have the rear o2s turned off so codes dont pop up or anything when I get smog tested but how do you gut cats in the first place? Do you have to take them off and shove something in the pipe to get the paper filter out? I have my muffler right after the cat dumped so I figured this would turn the volume up and still be somewhat legal because no one is going to look inside the cat to see if it has the filter or not. So how do you gut cats? or is it possible to stick a cutout before the cat somewhere in the stock y pipe?
