they can certainly use it as probable cause to pull you over and harass you, but if you are a non resident, they cannot force you to comply with their regulations, provided your vehicle is federally legal. No cats is illegal everywhere, for example.

Move out of Commiefornia? Seems pretty common sense to move away from socialist tyranny while they still let you.
