Hell, I'd say I'm a halfway decent mechanic and I still wouldn't attempt a 408 build myself (Namely, because I'd put a new engine in a car before I did a bottom end). I'd let a machine shop do it, preferably one that has years of experience in custom work.

the critical steps are:
1. measuring main, rod, and cam bearing clearances with dial bore gauge and micrometer - $$$ tools
2. file fitting piston rings
3. torquing rod bolts and verifying bolt stretch
4. measuring installed piston deck height
5. spacing/clearancing windage tray for stroker crank
anyone can do it, but it requires some new tools, lots of patience, and a clean workspace.
i suggest buying Joseph Potak's book, that is a great place to start

FYI, this was my first build and the cost of special tooling FAR outweighed the cost for a shop to put it together. only do it if you really want to, don't look to do it as a way to save money or time.
