99 vs 01-- 5.3 trailer towing ratings

I have 99 SLE 1/2 ext 4x4, 5.3L with 3.73's. My buddy has exact same truck only 2001. We were comparing specs in owners manual and his truck is rated to pull 1000lbs more trailer weight. I didnt think GM has changed anything in those years. Can anyone offer an expalanation. Thanks.

but 15hp shouldnt equal 1000 more pounds of towing capacity. i really have no idea though.
