Won't downshift into 1st at stoplights

So my builder thinks it's Solenoid "A" that failed. Honestly that makes the most sense as the Solenoid A engages for 1st and 4th and not for 2nd or 3rd.
I'm driving the truck to him and he's going to replace both A&B solenoids for $100.
