Default Thinkin about switchin to smaller tires...

I had factory tires that were about 30.4" then I put the new tahoe 20"s on with a 31.9" tire when I got the truck. since then I have done everything in my sig and am still thinkin I need more torque. So I guess my question is if I put on a 30" tire which 1.9" smaller than the tires I have now would the gain be worth the money spent on new tires? It would be about the equivalent of switching from 3.73 to 3.96 gears.
