New Transmission & Converter.. Partial Lockup??

I swapped in a rebuilt trans and new Circle-D 3400 258mm converter this weekend. Test drove it and everything felt good except when it went to lockup you could see and hear the rpm's drop 2-300 but it was just like it was shifting to another gear and not fully locked. The rpm's would raise 3-500 with half throttle or so. The trans I pulled had a 2800 P.I. Vigilante 9.5" so the tune is good as far as being tuned for a converter.
The solenoids were tested by the builder and he said they tested good... I have no problem replacing the tcc and pwm solenoid but I don't wanna just throw parts at it either.
BTW, It did the same thing when I commanded lock up with efi live. It just seems to not be fully locked!
Suggestions?

Some reason the converter is slipping.. did you command it 100% duty cycle?
Ive had a couple stock converters do that but i just threw a new one in and problem solved.
Did you buy the Circle D from them or from another person?

I smoked my current 60e because of the same crap... could be a worn valve in the valve body or the tcc solenoid.... who did the rebuild?
I certainly wouldn't drive it like that... mine hit over 250 before I could get it home.... fluid was black as coal after that.

You have the 258mm Stage II Single Disk. There is always the potential we screwed something up in the converter, but it is unlikely. And sadly there is no way to test the TCC pressure. Like mentioned above could be a worn bore or a bad solenoid. And like mentioned, it will burn the converter up so do not drive it. Keep us updated...

You have the 258mm Stage II Single Disk. There is always the potential we screwed something up in the converter, but it is unlikely. And sadly there is no way to test the TCC pressure. Like mentioned above could be a worn bore or a bad solenoid. And like mentioned, it will burn the converter up so do not drive it. Keep us updated...
