Default c-notch question

I just want to get this cleared up, what exactly is needed to put a c-notch on? Do they actually CUT the frame or do they just weld **** onto it?

Only if they can prove the cnotch caused it. If the radiator cracks, or there is some electrical problem they can't say anything about it.
