Can someone explain to me, why a wastegate needs be referenced from the intake to work?

because it needs to know what your boost levels are to operate, there is not boost in your exhaust system except for some backpressure, the spring pressure is based off manifold boost

short answer... (in the case of a normal wastegate) if it didnt have that pressure on it, the WG would never open to bypass the turbine.
