Does your waste gate dump to the atmosphere? If it does do you hear it open? (vid would help) Also if it's routed back into the exhaust disconnect it at the flange so it does dump to the atmosphere and you can hear it. If it is stuck open or opens at all during your test you should be able to hear it clearly. Since it's already disconnected you shouldn't hear it open at all. Do this and it will determine whether or not your wastgate is faulty like dusty is saying.

Ok check it out...
In the following vids you can hear the truck (V8) then you can hear the whistle of the turbo and you can start to hear the waste gate opening and eventually it drowns EVERYTHING out to where you only hear the exhaust escaping through the waste gate. That's what your listening for...if you can hear the turbo and truck getting drowned out by the loud "whoosshh" and your wastegate is disconnected then it is like Dusty said and your wastegate is stuck open and not allowing enough exhaust to spin the turbo.

Around second 19-20 you can hear it start to open and around second 24 the wastegate is wide open and is drowning evertthing else out.

In this vid around second 07 you hear the wastegate openening full bore and drowning out everything else. Again my wastegate is routed to the atmosphere which is why it is soo loud but it allows you to really tell IF it is allowing it to open, WHEN it opens and maybe problem solve it as well. Do this and you'll know if your wastegate is stuck open.
