What is the "anti stall" insert?

i was joking about the 25# thing.. i finally got around to taking it apart and the piston was stuck closed, so i cleaned it up and put it back together. It works now, i put a gauge on my intake and its pulling 9.5psi vacuum. So im either goin to find a 10# spring or leave it alone.

Your BOV should be shut at 0vac and MAYBE fluttering at idle
