If the wastegate wasn't flowing enough air then it would definitely have boost spikes with the spring only. He clearly stated that the boost is flat when only using the spring. Leading me to believe that the reference lines are connected incorrectly. The wastegate bypasses more air keeping the boost at 10 lbs than it would at 15 or 20. Obviously is not a wg flow problem.
