Stock bottom end original 100k 5.3 , heads have been milled to bump compression - running 17lbs

If they are OE lifters, I can't see why not. Wouldn't technically be the same RPO code anymore, so there's some gray area...

I would say yes. That is valve train. Doesn't effect if the bottom will blow apart at a certain level.

Block, Rotating assembly, and connecting hardware. Stock bottom end.
