Default Fouling plugs during startup

I have an 04 silverado single turbo that will barely start and floods out while cranking. I have had a base tune done by speed inc until I can get it to the dyno. They claim there is nothing wrong with the tune. Is there something I could have missed?

Yes I do but I did not have it wired up for the first initial start up. The plugs are getting soaked in fuel so I know it's getting too much fuel. Truck will not start and idle for more than a few seconds.

Sounds like an injector issue.
Didn't swap to right injectors in the tune maybe.

I have swapped to id1000 injectors. I have brought the computer back to the tuner and they reassured me that all the data is correct.

No I haven't, I messed with it for a few days before bringing the computer back to the tuner I'm waiting for them so ship it back now. I used a tech 2 on it and all sensors were reading correctly so I'm lost on what to do when I get the computer back. I might have to tow it to them and see what they find.
