Slow 4.3L S-10

Thats pretty bad. My ext cab 4.8 went 16.3 pretty much stock and a partially clogged cat converter. A good tune, longtubes, ory pipe, K&N and its running mid 14s with crappy gears. Whats the elevation there? I figured the 4.3 would run pretty strong, what can be done to these things to make them run hard? How well does the 4.3L respond to a tune?
16.7 with stock 4.8 and Corsa sport cat-back in hobbs, i think that night DA was 5200 and the a 2.6 60' is not helping the matters.
2 months until the track opens back up. Im hoping to have the 4.10's by then, so i can see what a Tuned LS6 Cammed 4.8, with Corsa Sport will run. I hope in the 15's. Might not sound impressive, but elevation kills all haha.
