Default Power Steering

Ok I tried a search but can't find nothing really. Anyways. My dad has a 02(I Believe) 2500 diesel. Anyways his power steering is messed up. It don't look like it's leaking anywhere. But what it does is foam up and come out the cap. He's tried anti foam stuff. Nothing works it just keeps foaming up. Does this mean his pump is somewhat clogged. Cause the power steering works somewhat until it gets low and is a PITA to turn. Also seems like it works better after it warms up a lil. Well that's about all I got cause I rarely drive it so it's as best as I can describe it. Anybody else ever have this problem? Thanks for any help in advance.

Needs a new pump... Your suck in air somewhere in the system- look for leaks on the ram and lines..
