Default weird issue with fan high output on ecu

i recently did a fan swap on my truck and everything is going well except one weird issue. i want to make sure its not normal then find the fix.

basically my pin out for the high speed fan signal(ac trigger) has a ground leak. with key on it cycles as you would expect. with key off it leaks. i put a meter on it and using that wire as my ground, positive on battery post, i get 7volts reading. i'm at 12v when its commanding fan on. this is the same without my fan harness connected to it.

i first started noticing it after my install, there were a few times when would shut the truck off and the single fan would be on until i pulled a fuse. basically this ground leak would sometimes be enough to trip the relay. i also installed lights to be able to watch the commands while driving. that will give me a very dim light when not commanding and bright light when it commands on.

is this normal for that pin out to leak some ground?

where does that wire run to so i can chase a pinched wire or bad sensor?

could this be an issue inside my ecu?

if its normal, maybe i need to get my positive relay trigger side connected to a switched sorce?
