Voltage of pink wires in under hood fuse block

Voltage of pink wires in under hood fuse block
Hey, I have a 2000 silverado with an 05 5.3 and 05 engine harness with the 2000 fuse block. I am still figuring out some of the wiring but for some reason the voltage in the fuse block for the key on wires (pink ones) is reading 12 volts with the ignition on and 8. Something volts with the key off. Does this make any sense? Does anyone have any idea why this is. I can't figure it out.
