Default tune problems

i have a 06 gmc 4.3... i know i know its a 6 but i'm upgrading soon....ordered a tune from allen and when i installed the tune it instantly idled at 3000 rpm... i shut the truck off and restarted it about 5 times and the same thing happened...i then let the truck run for a few min and nothing improved... i told allen about this and he said that he sent me the wrong pcm... i received the new tune today and it does the same thing.... any suggestions on what is going on?
