timing and brake vaccum problem

Default timing and brake vaccum problem

i have a 1994 chevy k-1500. with a 350c.u. in. motor. i have had the heads shaved just enough to make sure that there level. the only other thing i have done is put a lunati cam and a pete jackson gear drive in it. the cam is a .283 duration and a .444 or a .454 lift i can't remember right off. anyway my problem is that my timing is advanced over 15 or 20 degrees. i do know how to set the timing right and it still does it. and the other problem is my brakes. they work normal when stopping slowly. but when you hit the brakes hard its like there is no help from the brake booster. I think because of the cam i need to put a chip in my computer and it will fix it . but i don'y know what kind of chip to put in.could someone tell what to do or tell me who can help me in this matter.
