Default OBD ll port is dead. need advice..PLZ!

hi gang.
bought an 03 silverado 4wks ago.
yesterday the check engine light came on.
plugged in my code reader and it wont turn on.
so i then plugged in hptuners and the same issue.
seems like the port is dead/no pwr.

any suggestions?
is there a fuse or something that may be blown?

the truck did come with an aftermarket alarm system (clifford) if that helps at all.

thanks in advance,
dan

yeah, it's on the cigarette lighter fuse. Not sure what it's called in the fuse box though.
