Default lean spike

I would like to know if this is normal and or safe. Im having a small lean spike when 2-3 shift wot. So commanded 11.6 and for a second 12.6 them back 11.6. So far everytime I have seen this it has broken the tires loose on the shift thats what leads me to think its has to do with the wheel spin.
