If you have your base idle airflow table in line and it still flares at startup,decrease your startup airflow tables slowy.
iF it hangs at higher rpm at startup then look at your startup > Friction airflow decay!

 

He did say something about friction airflow but i have not got back down there to try it. I do not think that we messed with the startup airflow but i could be wrong. I am going to try and go back this weekend and start checking everything that has been mentioned.
