Default HPtuners and reflashing vin#

My one buddy just bought a truck today, its a 2000 reg cab stepside 2wd 5.3L. I want to be able to tune the pcm for him, so if he gets the pcm flashed to a 2002 vin number, I should have no problems tuning it, right. I only have a HPTUNERS licence for 2002 trucks. He knows a guy that works at a GM dealer, and will flash it for him.

It will work but I would also want the update in the 02 hardware, the 99-00 PCMs are very false knock prone. I got my 01 pcm for 50 bucks at a salvage yard, I would got that route instead of paying to have a new VIN flashed and then you tuning on the old hardware.
