is it actually reading zero or is it stuck? When I did my efan swap one of my gauges got stuck somehow. I had to tap the plastic glass for about a minute before it finally went back to normal.

Just because the PCM was previously tuned with HPTuners and credits where used to license it, doesn't mean you won't have to licensed with YOUR new HPTuners. The pcm is licenced to the cable it was tuned with. You will have to re-license it with you new HPTuners cable to be able to tune it. Will you be able to get to your stock PCM to download your original tune to start with? That's probable where your fuel gauge problem is. I wouldn't have swapped PCM if I where you.
