Default 4.8L to 5.3L....No fuel

I recently purchased a 2006 Chevy Silverado 1500 (VIN says it's a 4.8L) It's a theft recovery that was stripped of the engine, transmission,drive shaft, exhaust and fuel lines. When I bought it, the shop that sold it to me put a 5.3L engine (Flex Fuel I think) with transmission. I changed the fuel rails, and injectors to match the truck's original return-less system. The project was in the infant stage and they did not want to invest anymore money or time in it. I now have it all put back together with the exception of the exhaust.

I'm in need of some assistance with the fuel system. (no power to the NEW fuel pump)
I've searched and followed troubleshooting advice( checked the relay, fuse and wiring harness).

My question is: Do I have to get the PCM programmed because it was swapped? (What's the best route to go if that is the case?) Or am I missing something?

Was the PCM stolen as well as the engine harness? Does the DIC say "security" or is it in pass lock? Is the truck a " crank no start" or just no fuel?

Yes, the PCM was stolen with the engine. I do not see anything that says "Security" and I used the key relearn for pass lock. The truck is a crank no start. I have spark but no voltage to the fuel pump.

Sounds simple but sometimes overlooked but is the fuel pump relay installed and fully seated? Might be a fuse box problem...

Yes, it's in place and properly seated....
