Why am I having such a hard time finding an inch pounds torque wrench

Y'all can do it how you want.
I'm doing it to GM specifications so that I dont have to do it again, or worry that it sets up incorrectly.

Have you checked Sears? They have a 3/8 inch-pound wrench that reads from 50-250 if a remember correctly, I own one and it works great. I got it for around $60. Just set it at 50 and you'll be fine. 6 inch pounds won't matter and it'll be closer than any other way unless you wanna spend big $.

i bought one like your looking for @ sears last week. Its a Craftsman, cost me $75. I also bought a 1/2 inch drive ft lb wrench for the same price. Both are nice and work great.
