Just tell the police you want to remain anonymous. They are allowed to investigate an anonymous tip.

Wow, I wont go off on a rant because it wont be nice, but if you dont report it you are just as bad as he is in my book.

No way am I not going to report it.
Just looking for some advice to stay undercover.
I just spoke with the local animal control and am about to dial the cops.

EDIT:
just gave a report to the cops, and also stated that he has a small child/daughter and that I am concerned about her safety.

Call the cops now! People who hurt defenseless animals should be dealt with swiftly.
The guy probably beats his kids and wife if he's doing **** like that! Stop him before he goes even farther
If you see him crossing the street just graze him at 55mph with your truck, about the same as what he did to that dog IMO.
