Good. Now if something can be put in place the other direction to also protect businesses from people doing improper chargebacks on goods that were delivered.

Yep, good for him. I have had a Canadian guy try that with me (luckily Paypal took my side on it and covered me), and another guy in Kuwait rip me off for $900 that im still pissed about.
