NOt only no but hell no. He will run maybe low 13s. My buddy rana modded lightning this weekend with intake, long tube headers, pulleys, cams, and tuned and he was only running 12.7-8s and he was doing a good job of driving it too.

i've seen a L run 13.2 with the diablo. a 6pound pulley will help alot too. i'd say 12's are reachable, but not sure low 12's.

I ran a 13.6 with just an intake, and thats with a 2.2 60-foot. I can easily run 13.3s with just this drop filter.

A 4# and tune itself would put me in the 12's, and a 6# with a tune and a tire id be looking at the slowest mid 12's. Now, if we were talking port with the 6#, ok then, low 12's are definetly reachable.

That generic handheld is probably a diablosport predator, which is what a majority of L drivers use to tune.

Keep in mind it takes very little to make these trucks to amazing things. Over the winter im installing a 4# lower, Steig port, e-fan, 555Rs and getting a full dyno tune. I plan to run 12.4's or so.

So yes, that is possible, especially if that blower has been ported, which you wouldnt know if he bought it used. To tell the truth, the 6# hurts alot of guys in the 1/4 as opposed to the 4#, it produces so much more heat and lower effeciency hardcore.

I've personally ran 3 different Ls, all had pulley swaps, tunes, exhaust.....not 1 in the 12s. Just my personal experiences, and I'm not saying it won't or can't happen.

I have seen a Lightning with a pulley, chip, cai, catback run a best of a 12.9. I cant see low 12's being possible with that few of mods. Some people like to over simplify things, once you get to a certain point, each tenth is harder and harder to come by.
