Help pick out a car for Dad

My dad will be in the market for a new vehicle soon so here is the criteria for what he needs:
1. Four doors, so he can take clients out and be able to have more than one or two other people with him.
2. Get relatively good gas mileage and not run on premium gas (i know, i know... he is an old fart and pretty cheap)
3. Have a hitch and be able to tow light loads (lawn clippings and lawn tractor)
4. Preferably front wheel drive or AWD (for winters in MN)
5. Be small enough to park in parking ramps (goes to airport often)
He now has a chrysler pacifica that is just a dog. Im trying to get him into a TBSS but the premium gas thing is his argument. Price range is around 30-35k.

HHR SS starting at 24815 would require aftermarket hitch not sure on that.

That is the best suggestion so far, if there will be snow.
As far as mileage all the midsized v6/i5 will get the same as a full size chevy
I can only pull 22mpg on the freeway with a v6 manual.
How many years is he going to keep the car? VW has a nice line up with the space he wants inside. They do take the premium but the returns are much better fuel mileage. I hate to say but a new Passat was a great rental, nice stereo, great ride and pulled over 30mpg with 4 adults.
