Kroil is regarded as one of the best penetrating oils. I had a o2 sensor that had somehow rusted into my exhaust and I could not get it out no matter how much PB blaster I sprayed. 1-2 blasts of Kroil got it out no problem. It's actually hard to find the stuff but I actually got it from a gun website.

I ordered a case of it straight from the mfgr. The metal squirt can and the aerosol... The stuff in the metal can (non aerosol) is better.

I Swear it's a combo of trans fluid, kerosene, and owl ****.... It works like a charm

the best part of living on the canadian prairies is, it gets so cold in winter my thermometer on the mirror does out of range. and you cant find a diesel pump that's not frozen. least when its that cold there's no warmth for rust to start but I soak everything in ATF so it doesn't rust. cause even when its -40C the power train in the dog sled refuses to be out side and lays on the floor gives me the look like i'm crazy for going out there.
